The Macquarie Point Development Corporation (MPDC) has received initial tender submissions from two shortlisted teams competing to deliver the Macquarie Point Multipurpose Stadium on the Hobart waterfront.
The submissions were lodged by BESIX Watpac and Construction Joint Venture comprising Webuild S.p.A and China Construction Oceania. Both teams were shortlisted earlier this year through an Expression of Interest and invited to take part in the Request for Tender process.
The project procurement process comprises expressions of interest process that is now complete, and a two-stage Request for Tender process currently underway, and a second stage to follow later in this year.
The submissions will now undergo a comprehensive evaluation process, which will rigorously assess aspects such as delivery methodology, capability and experience, understanding of project risks, value for money and economic and social benefits for Tasmania.
A substantial weighting has been allocated to the economic and social outcomes this project can deliver for Tasmania, including opportunities for Tasmanian businesses, workers, apprentices and trainees.
As part of the evaluation process, MPDC will work with tenderers to clarify and test elements of their submissions before moving to the second stage of the tender.
As is standard business practice and in accordance with the government procurement framework, commercial details contained within the tenders, including proposed construction pricing, cannot be disclosed during the assessment.
The evaluation process includes:
Analysis by expert advisors and Subject Matter Experts, such as quantity surveyor financial, commercial, construction, probity, legal advisors, as well user requirements.
This analysis will feed into a two-tier evaluation review process with both an evaluation committee and review committee, comprising relevant experts, which will consider both the quantitative and qualitative assessment criteria.
An overview of the assessment undertaken will be provided to the Oversight Committee and Committee of Cabinet, before a recommendation is made to the MPDC Board to finalise the evaluation.
Following evaluation of the submissions, the second stage of the RFT process is expected to commence later this year, with final submissions anticipated in November and the main stadium construction contract expected to be awarded in December. Key steps in the procurement process:
